III Intensify the punishment for violations

1High fines have become the norm

With the increasingly strict environmental policies, the punishment for catering enterprises' illegal emissions of oil fumes is also constantly increasing. In 2025, if a catering enterprise is found to be using oil fume purifiers that do not meet emission standards, or if the oil fume purifiers do not operate normally, resulting in excessive oil fume emissions, it will face high fines. Taking Shenzhen as an example, according to the newly introduced environmental regulations, catering enterprises that violate the rules for the first time and the circumstances are relatively minor will be fined between 20000 yuan and 50000 yuan; For enterprises that have repeatedly violated regulations or have serious circumstances, the fine amount can be as high as 100000 yuan or more. This high fine measure aims to encourage catering enterprises to attach great importance to oil fume purification work and strictly comply with environmental regulations through economic means.

2Strong deterrent effect of suspension and rectification

In addition to high fines, the environmental protection department will order some catering enterprises that seriously violate regulations and refuse to reform in accordance with the law. For example, on a food street in Shanghai, several restaurants have long neglected the maintenance and updating of oil fume purifiers, resulting in serious excessive oil fume emissions and continuous complaints from surrounding residents. After multiple warnings and punishments were unsuccessful, the environmental protection department issued a notice of closure and rectification to these shops in accordance with the law, requiring them not to resume business until the rectification is completed and accepted. This measure not only has a strong deterrent effect on non compliant enterprises, but also sends a strong signal to other catering enterprises to strictly comply with environmental regulations.

3Credit punishment has a profound impact

The environmental protection policy in 2025 also introduced a credit penalty mechanism, incorporating the environmental violations of catering enterprises into the social credit system. Once a catering enterprise is identified as a dishonest enterprise due to oil fume emissions, it will be subject to many restrictions in loan financing, project approval, bidding, and other aspects. For example, a certain catering chain enterprise was rejected by the bank when applying for a bank loan due to the record of illegal use of oil fume purifiers in some of its stores during the expansion of new stores. The implementation of this credit punishment mechanism has further increased the cost of illegal emissions of cooking fumes by catering enterprises, prompting them to consciously fulfill their environmental responsibilities.
